Taiwan RoHS Requirements Updates

On 30th July, 2013, Taiwan’s Bureau of Standard, Metrology and Inspection (BSMI), Ministry of Economic Affairs (MOEA) has published a new national standard, CNS 15663 Guidance to reduction of the restricted chemical substances in electrical and electronic equipment (EEE), which defines the scope of EEE products being affected, the concentration limits of 6 hazardous substances and how to mark the presence of hazardous substances in EEE products. Since the standard is very similar to China RoHS regulation and EU RoHS regulation, it is often called Taiwan RoHS. 


The requirements stipulated in Section 5 “Marking of Presence” of CNS 15663 are to be included into BSMI Inspection Requirements for EEE products covered by CNS 15663 by phases. Manufacturers or importers should clearly mark “the presence conditions of the restricted substance” (i.e. Marking of Presence) on the body, packages, stickers, or the instruction books of the commodities. 


Recently, BSMI has announced that, effective from 1st January 2018, 92 items of electrical and electronic products shall follow the new Inspection Requirements and manufacturers should state the presence of the restricted substances if any. 


The restricted substances are Pb, Cd, Hg, Cr+6, PBB, PBDE. 


Some of the 92 items are: 


  • wireless keyboard
  • wireless mouse
  • selected A/V equipment
  • image scanner
  • hard/soft disc devices
  • electrical machines with translation or dictionary functions, etc.
