New Version of the Request in Common Use of Safety for Student Articles GB 21027-2020 in China

On 23 July 2020, the China State Administration for Market Regulation and Standardization Administration approved and published a series of significant Chinese standards, including GB 21027-2020, the new version of the Request in Common Use of Safety for Student Articles, which will replace the old version GB 21027-2007. The new version will be effective from 1 February 2022 with major amendments made as follows:
Modified applicable scope and certain names of student articles to clarify on students’ age grades and inapplicable scope;
Added new chapter “Terms and Definitions”;
Modified applicable scope for migratable elements with new exempted items added;
Added limitations and test methods of acrylamide in liquid adhesive as ≤1 g/kg;
Revised “organic solvent benzene” in correction products as “benzene” and modified limitations of chlorinated hydrocarbons in correction products;
Modified applicable scope, limitations and types of degradable hazardous aromatic amines;
Added limitations and test methods of phthalate in accessible plastic, requiring limitations as DEHP+DBP+BBP ≤1,000 mg/kg and test methods referring to GB/T 22048, with an exemption of sample size from single article being less than 10 mg;
Added limitations and test methods of free formaldehyde in colored clay;
Modified requirements and experiment methods for pen cap safety;
Modified requirements for labelling;
Added Appendix B guidelines regarding pen cap’s cross sectional area designation;
Appendices C/D/E modified the determination of certain limited substances as regulated in the current standard; Appendix F modified the determination of pen cap’s air flow;
Added Appendix G which contains examples of student articles and corresponding requirements;
